The component's legs are fed through the board, hence the name. The legs are soldered to the metal tracks which conducts power through the component and also holds them securely in place. The legs are clipped to prevent them sticking trough too far, and possibly becoming a short circuit. The components are of a size that enable easier handling.
The components on the other type of board are securely soldered to the tracks. In themselves the components are much smaller, and so need greater care when being handled. To assemble this type of board high magnification is required as well as good lighting. This will help to eliminate the possibility of badly soldered joints.
Once all of these components are secured in their correct positions the board is then given a conformal coating. This will prevent any stray dust bridging across any of the component legs, or the tracks.
